Elsie Duff Obituary: Member of East Richland died at 81

Elsie Duff Obituary: Elsie Elizabeth Duff, 81, of St. Clairsville, Ohio, peacefully passed away on March 15, 2024, surrounded by her loving family, after bravely battling cancer.

Born in Warnock, Ohio, Elsie was the daughter of the late James Wesley Hall and Elizabeth Belyk Hall. She was preceded in death by her beloved husband, Don Duff, in 2015.

Elsie dedicated many years of her life to serving others, retiring from the Belmont County Department of Jobs and Family Services. A woman of deep faith, she was a member of East Richland Friends Church.

Left to honor Elsie’s memory are her three daughters: Kim Skukan (Jack) of Moundsville, Shelli Duff of St. Clairsville, and Kellie Sharp (Chris) of Barnesville. She is also survived by her sisters, Alice DeSantola (Gary) of Leesburg, Florida, and Nancy Hall of St. Clairsville.

In accordance with Elsie’s wishes, there will be no public services. Arrangements are entrusted to Toothman Funeral Home in St. Clairsville.
